Newton Crain Blanchard was an attorney, politician, and governor born in Rapides Parish, La. He received his law degree from the University of Louisiana (now Tulane) in 1870 and began practicing law in Shreveport the following year. Blanchard was a delegate to the Louisiana constitutional convention in 1879 and was elected to the U.S. House of Representatives in 1880 where he served until 1893.
